Program Director - Adult Foster Care

Advocates' Adult Foster Care (AFC) program provides medical and case management services to approximately 450 members living with trained caregivers in community-based settings throughout Central and Eastern Massachusetts. The Program Director - AFC is responsible for the successful administration and management of the clinical, budgetary, and business operations of the program. Reporting to the Director of Shared Living and AFC, the Program Director will directly supervise 4-6 individuals and provide leadership, guidance, and support to the broader team of approximately 25 staff.

Key Responsibilities
Oversee service delivery across the AFC program, ensuring program quality, appropriate and effective program member contact, services, and satisfaction, and the growth and development of all program members
Lead the AFC staff, monitoring staffing functions, scheduling, and job performance; ensure that all staff and caregivers receive and maintain appropriate training and certifications and adhere to all agency policies and OSHA and other safety standards
Manage the AFC program budget (approximately $10M) and ensure the payment of stipends to all AFC caregivers
Maintain constructive and productive internal and external communications with staff, managers, members, families/guardians, caregivers, vendors, and funding sources
Fulfill all administrative aspects of the Adult Foster Care program, including accurate record-keeping, documentation, and reporting in alignment with requirements for MassHealth, billing, budget preparation, and statistical and financial reports
Collaborate with other functions such as Fiscal, Human Resources, and Information Technology Services to ensure effective and efficient processes within the AFC program
Coordinate with Advancement and the Director of Shared Living and AFC to participate in an effective marketing plan, supporting program growth
Coordinate organizational resources necessary to respond to critical events
Oversee grievance policy for families and members
As needed, support program processes including intakes, caregiver matching, transition, etc.
On-call responsibility for consultation and critical event notification in rotation with AFC and Shared Living leadership team

Experience in working with individuals with disabilities and/or elderly adults in a community setting; working knowledge of Adult Foster Care programs highly preferred
Experience in administrative leadership roles, including responsibility for staff management, program operations, and compliance
Strong staff management and interpersonal skills, with the ability to drive high levels of performance, engagement, and accountability across a geographically disparate, cross-disciplinary team
Familiarity with programs funded through MassHealth or similar state-level Medicaid programs
Demonstrated competence in serving culturally diverse populations and sensitivity to the needs the individuals whom Advocates serves
Strong communication skills (oral and written) and computer skills
Bachelor's degree or equivalent experience required
Must hold a valid drivers' license, have access to an operational and insured vehicle, and be willing to use it to transport clients
Must be able to serve as supervisor on-call outside of standard working hours

Salary: $72,000 - $76,000
