Program Manager

For nearly four decades, Heading Home has effectively pioneered programs to end homelessness in Greater Boston. As our name reflects, we believe that a stable home provides the optimal foundation to get back on track, so our programs focus heavily on assessment, engagement, individual goal-setting and securing permanent housing for our clients as quickly as possible. We provide emergency, transitional and permanent housing and support services such as life skills, financial literacy, and job training to low-income homeless and formerly homeless families and individuals. Our model of providing housing together with critical services works: for nine consecutive years, at least 90% of the residents in our permanent housing programs have remained successfully housed a year later and in 2014 in particular, 95% remained housed - an all-time high.

Position Overview:
Reporting to the Assistant Director, Family Services, the Program Manager will directly supervise two Program Coordinators and their respective teams of Case Managers. S/he will manage emergency assistance (EA) scattered-site programs and service delivery to homeless families with the ultimate objective of assisting families with achieving economic viability and stable housing. The Program Manager will play an integral role in overseeing the day-to-day delivery of client services while assuring that all sites and programs are operating in compliance with safety, financial, and programmatic requirements. The Program Manager position is a great opportunity for a human services professional looking to grow his/her impact on low-income populations through strong program and staff management. 

Responsibilities:

• Manage the day-to-day operations of the emergency assistance scattered-site programs, ensuring adequate staffing at all times, while adhering to all agency and program policies, procedures, and rules; ensure that relevant information, policies, and challenges, are communicated effectively with appropriate members of the Family Services Team
• Supervise shelter staff, including directly managing 2 Program Coordinators and indirectly overseeing teams of Case Managers, volunteers, and interns; evaluate staff performance while identifying and providing opportunities for professional development 
• Ensure the integrity of the scattered-site facilities and that standards for safety and sanitation are maintained
• Oversee the delivery of client services, making assessments of program impact and recommendations for program/policy changes
• Work with Assistant Director, Family Services and agency data coordinator to create internal tracking mechanisms and assure data collection and quality across Family Services Team; ensure accurate and consistent use of information systems, holding staff accountable for its use while also providing technical support as needed 
• Prepare a variety of reports for the Executive Director, Director of Family Services, and funding sources as needed 
• Participate in fundraising efforts as requested through cultivating donors and funders within the local community; assist with grant requests
• Assist in the development and monitoring of program budget; ensure compliance with agency's purchasing/procurement policies, applicable laws, and donor requirements 
• Perform all other relevant duties as assigned by the Assistant Director, Family Services, Director of Family Services, and/or Executive Director

Requirements/Qualifications :

• 5-7 years of experience managing programs and staff in a human services environment; ideally with exposure to or knowledge of human services related to homelessness, particularly in a clinical or shelter setting
• Proven success as a staff manager with a collaborative approach; skilled at building, developing, and leading high-performing teams 
• Experience assisting in the monitoring of program finance and compliance, preferably with government-funded programs
• Excellent interpersonal, organizational, and communication skills; adept at working with and relating to diverse constituents in a fast-paced, urgent environment 
• Superb problem-solving skills; ability to assess a situation and take action quickly, particularly in times of crisis 
• Demonstrated experience with and commitment to working with homeless and/or low-income populations
• Experience with or ability to grasp sound social work and coaching concepts such as Motivational Interviewing, Trauma-Informed Care, and/or Bridge to Self-Sufficiency
• Thrive in a culture that is dynamic, mission-driven and client-centric, on a team that values results, flexibility, and initiative; embody and act as a steward for Heading Home's mission and programs in interactions with both internal and external stakeholders
• Bachelor's degree required; Master's degree in relevant field preferred
